BERLIN — The City of Berlin has emphatically demanded that over 2,100 property owners immediately lower their rental prices. This ultimatum follows a comprehensive automated review of more than 7,700 apartment and house rental offers, which indicated strong suspicions of violations against the rent control regulations, known as the Mietpreisbremse, in effect across the German capital.
This initiative represents a progressive step taken by Berlin authorities in response to a worsening housing crisis and soaring rental costs. For the first time, the government deployed an advanced automated system to scan thousands of property advertisements, a method enabling large-scale detection of violations with high efficiency.
The Mietpreisbremse regulation, or rent brake, was implemented to cap rental price increases for newly rented properties. This provision stipulates that new rental prices may not exceed 10 percent of the average rent in comparable locations, with specific exceptions such as major renovations. Its purpose is clear: to protect tenants from exploitation and ensure access to affordable housing.
Violations of these provisions are a serious concern, given that Berlin is one of Europe's fastest-growing cities, attracting numerous individuals and families. Consequently, housing demand has surged, placing significant pressure on the rental market and fueling uncontrolled price hikes.
The city government asserts that this crackdown is not merely law enforcement, but also a fundamental effort to maintain social cohesion and citizens' basic rights to housing. "Every citizen has the right to decent and affordable housing. We will not tolerate practices that disregard this right," stated a spokesperson from the city's urban development department, though a specific name was not included in initial reports.
Property owners identified as being in violation now face an ultimatum to adjust their rental prices. Should they fail to comply with these demands, the Berlin government threatens to take further legal action, including substantial fines and claims for repayment of overcharged rent to tenants.
