BRUSSELS — Responding to the escalating migrant crisis at the heated Ceuta border, European People's Party (EVP) Group Chairman, Manfred Weber, has called for substantial mandate and “command authority” for Frontex, the European Union's border agency. This appeal comes ahead of a crucial meeting of EU Interior Ministers on Tuesday, July 21, 2026, which will address the massive wave of migration and its implications for the continent's border protection system.
The crisis in Ceuta, a Spanish exclave in North Africa, recently saw thousands of migrants attempting to cross illegally, placing immense pressure on Spanish authorities and sparking fierce debate about the effectiveness of current EU migration policies. Weber emphasized that the dire situation requires a more coordinated and decisive response from Frontex, beyond its existing powers.
In his statement to the media, Weber highlighted the urgent need to strengthen Frontex's capabilities. “Frontex must be given a broader mandate and the ability to take swift action on the ground,” he stated. “We can no longer merely react; we must be proactive in securing the EU's external borders with clear command authority.”
This demand reflects growing concerns among several EU member states regarding their ability to manage the continuous flow of migrants. They view Frontex as a key instrument, but one currently hampered by bureaucratic and political limitations in operational decision-making.
The 2026 Ceuta crisis served as a turning point for many. However, the idea of strengthening Frontex with “command authority” is not without criticism. Some human rights groups and even a number of member states have expressed concerns about potential human rights violations against migrants and a lack of accountability if Frontex gains too much autonomy. They demand strict oversight and clear accountability mechanisms.
“While border security is a priority, we must not sacrifice humanitarian principles,” said a diplomat from an unnamed member state. “Any increase in authority must be balanced with the protection of fundamental rights and transparency.”
The debate over Frontex's role is not new. Since its formation, the agency has undergone several reforms to adapt to migration dynamics. However, the 2026 Ceuta crisis appears to be driving the need for a more fundamental overhaul.
The final decisions from this ministerial meeting will significantly shape the future direction of EU migration and border policy. Whether the EU will choose a more centralized and authoritative path, as urged by Weber, or maintain a more consensus-based approach with its inherent coordination challenges, will soon be revealed.
